Unused Phone Line Owners to Pay Taxes for Rural Broadband


In a recent announcement by the government, it was clarified that all the landlines, whether used or unused, will be taxed for subsidizing rural broadband. This entails charging an extra 50p per month over and above the VAT charges for all lines that are, or can be used, by the owner of the line irrespective of the usage.

It has also been clarified that all local loops will be charged under the scheme irrespective of the fact that the loop has or is devoid of a copper pair, fibre connection or a co-axial cable.

The scheme also suggests that if the Labour government continues in power, even the lines meant solely for internet access will fall under taxable entities from 2010. However, the Conservatives are against such broadband tax, and they have reiterated their vow to end the scheme as soon as they come to power.

This design has been structured keeping in mind the phone users that change to voice over internet protocol services (VOIP) like Skype. The government consultation pointed out that the duty will include all such broadband services as well, which will in turn mean that the users that do not opt for phone service will not be exempt from the payment of duty.

The consultation also discussed the mode of collection of tax, according to which the Treasury will collect taxes on the basis of choice made by the retailers, whether as a package customer charge or as a component of line rental, or even as a separate component of the bill. The separate charges for every line will provide the government with £175m annually, which can then be used for widening the broadband access to parts of the country that are not connected presently.

E911 is Finally Here

I subscribe to Packet8 VoIP service, and was really glad to hear that they will be implementing E911 service beginning next month (Nov 2005). Other internet phone service providers are quickly adding E911 to their networks as well, due to new FCC requirements.

Earlier this year the FCC made it mandatory that all internet 911 calls be routed to local emergency services. This service is called E911 - or enhanced 911. It is designed to make sure emergency calls from the internet are answered by a 911 operator in the caller’s immediate area. It also provides emergency operators with a call back number and address of the caller.

Unlike the 911 service that is attached to a traditional land line phone, the operator that answers an emergency call from an internet phone has no way of seeing where the call is coming from. The caller must provide his/her address (including city and state) so the operator can forward the call to the closest 911 switchboard. During an emergency when every second counts, this method of relaying calls is time consuming and could mean the difference between life and death. E911 fixes this problem by automatically routing calls to closest 911 center. It also provides operators with a call back number and the callers address - enabling help to arrive as quickly as possible.

In order for E911 to work properly, the burden is on the internet phone user to maintain a current registered address with their VoIP service provider. This information is used to route emergency calls and provide caller identification. Since many people travel with their VoIP phone, or move and take it with them, it’s important that all subscribers update their address information every time their phone is moved to a different location.

E911 is finally here, and I’m relieved. The lack of a reliable 911 service is the only thing I don’t like about VoIP. Once enhanced 911 is implemented, internet phone service will be “perfect” in my eyes.

Computer Access Lacking Among Lower Income Groups in the UK

A survey on computer and internet access involving 5,000 adults across the UK has yielded some surprising results. It has been found that a number of people belonging to the lesser income or lower skill level occupations are being left behind in the broadband UK race. Given that internet is considered almost a lifeline by many people worldwide, it may come as a surprise that a large number of adults in the UK do not even have access to a computer on a regular basis.

The survey was conducted by the National Institute of Adult Continuing Education (NIACE). The conclusion of their findings is that technology has not seeped down the societal strata to reach those in the lower income groups. It was found that there is a definite class distinction between various sections of the society, as far as availability of computer and internet service is concerned.

The survey revealed that about 86% of those who belong to the AB socio-economic group (managerial and professional) can claim to have regular access to a computer, but less than 50% of those belonging to the DE group which comprises of unskilled manual and unemployed workers can claim the same.

What is particularly surprising is that with so many broadband-compatible devices like 3G phones being purchased by users, a large cross section of the population cannot even use a computer on a daily basis. Considering that the Government has huge plans for bringing broadband to every nook and corner of the UK by 2012, these statistics assume great significance.

MAC Rules Rendered Redundant, Says Ofcom

According to communications watchdog Ofcom, the MAC-related code rules are no longer necessary for prohibiting the internet service providers from indulging into violation of the norms. While deciding upon a case related to MAC code where a user was giving MAC code to change his provider, Ofcom announced that there is no need for such strict scrutiny.

The watchdog has announced the closure of GC22 that was started in February 2007 and resulted in decline of MAC-related complaints from over 800 to less than 200 registered between March 2007 and September 2007. The scheme is to be replaced by new rules on switching of providers.

Ofcom pointed out that the evidence collected by the implementing authorities as well as the decline in the number of complaints clearly shows that compliance with rules has improved a lot. Ofcom has also ensured that the customers do not have to face unnecessary problems while switching their service providers.

Ofcom also pointed out that there have been several ISPs that have failed to comply with the rules on a number of occasions, specifically mentioning the provider Pipex. However, after Pipex was served with a notice in relation to the breach of GC22 back in 2008, Ofcom has not received many MAC-related complaints against the provider. This also reflects upon the success of the scheme and the increased compliance of the providers with the rules. Monitoring activities were lifted following Pipex

The Fantastic Futuristic Features of the GPS System

Man has always speculated about what lies beyond his immediate circle of knowledge. Many a journey has been taken and many a new land has been discovered all because of man’s curiosity. The uncertainties faced and risks taken in the name of adventures and travel has claimed many lives. Navigation and maps are vital to these activities.

Luckily for us, we live in an age of new and innovative ways for technology to help us and one of them is the GPS system.

Global Positioning System (GPS) is a worldwide navigation system formed from a constellation of 24 satellites and the associated ground stations. There can be more than 24 operational satellites; new ones are launched periodically to replace older satellites.

Each satellite orbits continually about the same ground track (as the earth turns beneath them) once per day, at an altitude calculated to ensure the satellite repeats the same track over all points approximately each 24 hours (actually 4 minutes earlier each day).

There are six orbital planes, equally spaced (60 degrees apart), and inclined at about fifty-five degrees with respect to the equatorial plan. The GPS system uses “man-made stars” as reference points to parse accurate positions to within meters.

The GPS system in it’s entirety is comprised of a network of satellites, signals, support personnel, ground based hardware and software, which make possible the establishment of one’s precise location on the Earth’s surface. The Global Positioning System is funded by and overseen by the U. S. Department of Defense (DOD). While there are many thousands of civil users of GPS world-wide, the system was designed for and is operated by the U. S. military.

The accuracy of location measurements using the global positioning system depends on the GPS receiver. High-end, survey-grade GPS receivers can determine locations precise to within centimeters. But even low-end, handheld consumer receivers, can be accurate to within fifteen meters. GPS receivers have been miniaturized to just a few integrated circuits and so are becoming economical and readily available.

The first commercial global positioning system units were precise for only about 100 meters because the military scrambled the signal–a program called Selective Availability. In the year 2000, the U.S. government removed Selective Availability, improving the accuracy of even basic handheld units to within fifteen meters. Today, with additional information from ground based correction services such as WAAS WAAS (Wide Area Augmentation Service) or U.S. Coast Guard differential GPS beacons, accuracy can be improved even further.

Musicians across the UK Unite against Illegal File Sharing

Recently, some 100 musicians from across the UK gathered to discuss a possible solution to the growing menace of illegal music downloading. Among the musicians present was singer Lily Allen, who had previously stated that she would not be attending the meeting following a huge wave of criticism against her comments regarding illegal downloading in her blog. However, Allen continues to be unavailable for further comments on the same.

A 3-hour discussion among participants including Annie Lennox, Ed O’Brien, David Arnold, George Michael, Nick Mason and Patrick Wolf yielded the conclusion that habitual offenders can be punished by throttling their bandwidth in order to deter them from repeating their illegal acts. The musicians however agreed that this action should be preceded by at least two warnings to the offender.

Throttling of bandwidth is seen as an improvement over the earlier idea that lines of offenders should be temporarily disconnected, as proposed by Business Secretary Lord Mandelson. However, Mandelson had spoken of disconnection as a “last resort”, and the musicians too are speaking of throttling as the final solution, when warnings to offenders fail to have the desired effect.

Because the internet has become a basic need for most of us, and with the advent of the mobile broadband and the free laptop, it can be accessed whenever and wherever a person wants; many now consider broadband access as a ‘utility’. The idea of throttling is to make illegal song sharing unviable for the user without cutting him off from the web entirely.

BT Promises to Help Customers Experiencing Slower Speeds

A report by PC Pro claims that BT’s decision to raise the data transfer rate of some of its customers to 20Mb ADSL2+ may affect the download speeds of other customers.

BT Broadband has successfully upgraded 40% of the UK’s households and businesses from its previous service of an “up to” 8Mb ADSL Max to ADSL2+. However, the stabilization process resulting from the upgrade is likely to affect the download rates of some customers. The service provider maintains that a large number of its customers will in fact see an improvement in their download speeds and has not provided any details on the number of people getting adversely affected by the process.

Speaking to PC Pro a BT spokesman said ADSL2+’s superior network management would ensure that each line is managed by the most trusted technology. Depending on the application, stable lines are sometimes more relevant than speeds, he said. He added that a few customers may experience a slowdown in download speeds as lines that have stood up to 8Mb products so far may have some issues with ADSL2+.

However, BT has come forward with a solution to the problem. The company has assured its customers that it will locate subscribers facing slower downloads speeds and upgrade them to ADSL2+ products, which will provide them services at par with fixed-rate and IPStream Max products.
